The establishment or expansion of government-sponsored health insurance is often promoted as the main vehicle to finance universal health coverage. The new guidance is the result of a year-long process that saw more than 80 experts and members of the public give inputs and is published 21 years after the first edition appeared.</p> <p>The HIV prevention goal set in the United Nations 2016 Political Declaration on Ending AIDS is to reduce new HIV infections to less than 200 000 by 2030. To this end, UNAIDS and WHO strongly support all valid approaches to improving HIV prevention technology, provision and use, while also recognizing their role in promoting the rights of populations affected by HIV.
