This publication is primarily intended for national and local policy-makers; global, regional, country and local programme implementers; organizations working in and providers of health, HIV, mental health and other relevant services; civil society; and community-based and community-led organizations and advocates. It brings together and refers to existing HIV and mental health, psychosocial support and other service provision guidelines, recommendations and tools, including the World Health Organization (WHO) Mental Health Gap Action Programme (mhGAP) mhGAP intervention guide and mhGAP operations manual; WHO, United Nations Office on Drugs and Crime and other guidelines and tools related to substance use; and WHO consolidated guidelines, tools and resources on HIV testing, prevention, treatment and care.

Universal health coverage is guided by the principle that individuals and communities receive the services they need, including essential good-quality health services, without suffering financing hardship. The establishment or expansion of government-sponsored health insurance is often promoted as the main vehicle to finance universal health coverage. For people living with HIV and people from key populations (sex workers, gay men and other men who have sex with men, transgender people, people who inject drugs, people in prison) living with or at risk of HIV, universal health coverage is considered a health-for-all solution for countries to integrate all HIV services, including prevention.

In 2021 INPUD collaborated with the World Health Organization (WHO) Department for Global HIV, Hepatitis and STI Programmes on a global qualitative study examining the values and preferences of key populations, including people who inject drugs, for HIV, Hepatitis and STIs services. The findings of this study will inform the update of the WHO 2016 Consolidated Guidelines for HIV prevention, diagnosis, treatment and care for key populations, which are used to inform countries on the design and implementation of health packages for key populations (people who inject drugs, gay and bisexual men and other men who have sex with men, female, male and trans sex workers and trans people).

This progress report of the European Centre for Disease Prevention and Control (ECDC) is one in a series of thematic reports based on information submitted by reporting countries in 2020 on monitoring implementation of the Dublin Declaration on Partnership to Fight HIV/AIDS.

In 2020, 40 out of 55 countries in Europe and Central Asia provided the latest available data on all four stages of the continuum of HIV care (compared to 34 countries in 2018). A total of 45 countries were able to provide data for at least two consecutive stages of the continuum of HIV care (compared to 42 in 2018).

This report provides accountability for the 3 Global Health Sector Strategies (2016-2021) on HIV, Viral Hepatitis and the STIs. The report assesses the impact, progress and gaps, and identifies actions to improve impact. The report also provides new data to assess the achievement of the SDGs targets and gaps towards the Thirteenth General Programme of Work (GPW 13) targets and a decade towards elimination.

Given the COVID-19 outbreak, special emphasis has been given on how this has affected service delivery in each of the disease areas.

In 2019 the European HIV Legal Forum (EHLF) produced a comparative legal report on access to HIV-, viral hepatitis-, and TB-services for people in prison and other closed settings, based on a legal survey launched in the 10 countries: Denmark, Finland, France, Germany, Greece, Italy, North Macedonia, Spain, Ukraine, and the United Kingdom.

Based on and derived from the main findings of the report, in 2020 AIDS Action Europe prepared a policy brief on access to HIV-, viral hepatitis-, and TB-services with specific policy recommendations.

UNAIDS and the World Health Organization have published this updated guidance on ethical considerations in HIV prevention trials. The new guidance is the result of a year-long process that saw more than 80 experts and members of the public give inputs and is published 21 years after the first edition appeared.

The HIV prevention goal set in the United Nations 2016 Political Declaration on Ending AIDS is to reduce new HIV infections to less than 200 000 by 2030. To this end, UNAIDS and WHO strongly support all valid approaches to improving HIV prevention technology, provision and use, while also recognizing their role in promoting the rights of populations affected by HIV. This revised guidance can be used to support all stakeholders in designing and conducting ethically and scientifically sound HIV prevention trials that advance the response towards the 2030 HIV prevention goal.
