Worldwide, the field of employment is one of those where PLHIV often face serious discrimination. Harassment, discriminatory dismissals, or illegitimate extra requirements or conditions are unfortunately common experience. This even intensifies in health care sector. PLHIV working there keep facing strong stigma and variety of prejudices. The misconceptions strengthen up when it comes to PLHIV conducting procedures with risk of exposure. Nevertheless, the myths tend to apply to the whole spectrum of medical profession irrespective of any real or tangible risk of hypothetical contagion.

This 6-country comparative report introduces the international and European legal framework and case law concerning employment of PLHIV in health care sector, and, subsequently,
country profiles of selected states. The report covers the following countries: Czechia, Finland, Germany, Italy, Spain, and the United Kingdom.

After a comparative analysis of all specific national contexts, the report offers a set of main findings concerning similarities and differences among the states. Finally, it concludes with a list of recommendations which could help to support national and regional advocacy efforts to review and reform discriminative legislation and policies, to improve practices, and to reduce discrimination against PLHIV in the workplace.

This report builds upon prevous report on discrimination of people living with HIV as patients.

Correlation – European Harm Reduction Network launched its Civil Society Monitoring of Harm Reduction in Europe in 2021.

The main aim and purpose of C-EHRN monitoring activities is to improve knowledge and information and complement existing data and monitoring efforts in Europe in specific areas of harm reduction based on the perspective of civil society organisations (CSOs). The data collection helps to assess the implementation of certain drug and health policies at national and local level and supports the advocacy efforts at European and EU Member State level.

In this report UNAIDS presents the latest 2020 data on HIVprevention, testing, treatment, and care.

The 90–90–90 targets were missed, but not by much. At the end of 2020, 84% of people living with HIV knew their HIV status, 87% of people living with HIV who knew their HIV status were accessing antiretroviral therapy, and 90% of people on treatment were virally suppressed.

The AAE 2022-2026 Strategic Plan “Working Together to End Inequalities” was developed as a result of consultation process that we launched among our member back in 2020 as well as through analysing the available epidemiological situation and examining the context of our region as it relates to inequalities and human rights.

People living with HIV, TB, and viral hepatitis, and key populations experience inequalities in the promotion, protection, and enjoyment of human rights. Therefore, the AIDS Action Europe Steering Committee decided to address these inequalities in this strategic plan. . The framework of human rights is utilised to define our strategic goals, objectives, and areas of work toward reducing and eliminating these inequalities.

The 2nd EMIS-2017 Community Report, published 27 November 2020, focuses on gay men living with HIV in Europe and is coordinated by Mick Quinlan (Gay Health Network, Dublin, Ireland). It has been translated into the seven most commonly spoken languages in Europe: German, Russian, French, Turkish, Italian, Polish, and Spanish, as well as into Arabic, Czech, and Portuguese. The 2nd community report was funded by Ireland's Health Services (HSE).

In 2019 the European HIV Legal Forum (EHLF) produced a comparative legal report on access to HIV-, viral hepatitis-, and TB-services for people in prison and other closed settings, based on a legal survey launched in the 10 countries: Denmark, Finland, France, Germany, Greece, Italy, North Macedonia, Spain, Ukraine, and the United Kingdom.

Based on and derived from the main findings of the report, in 2020 AIDS Action Europe prepared a policy brief on access to HIV-, viral hepatitis-, and TB-services with specific policy recommendations.

“HIV criminalization” refers to the use of criminal law to penalize alleged, perceived or potential HIV exposure; alleged nondisclosure of a known HIV-positive status prior to sexual contact (including acts that do not risk HIV transmission); or non-intentional HIV transmission.
