This report, which marks World AIDS Day 2022, unpacks the impact that gender inequalities, inequalities faced by key populations, and inequalities between children and adults have had on the AIDS response. It is not inevitable, however, that these inequalities will slow progress towards ending AIDS. We know what works—with courage and cooperation, political leaders can tackle them.

The efforts to expand the use of PrEP face challenges worldwide. As such, the
UNAIDS target of 3 million people having access to PrEP by 2020 globally, was not4
met. In Europe, there were 68 089 oral PrEP initiations in 2020.5 According to the
European Centre for Disease Prevention and Control (ECDC), "Greater access to PrEP
and progress in PrEP implementation is needed to reach the SDG of ending the AIDS
epidemic by 2030. To achieve this progress, it would be helpful for countries to gain
a better understanding of the barriers within their country to implementing PrEP
programmes. ”

From August to October 2022, AAE invited its member organisations and partners
based in one of the EU Member States to submit their responses on various
aspects of availability, accessibility, affordability, and acceptability (AAAA) of PrEP
in their national context.

This current report is based on the information provided in the survey and
reflects the practical knowledge on the issue of community-based and –led
service organisations that work with key populations. It includes besides the
main findings of the assessment, country profiles, as well as recommendations
for the European Union and its Member States for urgent steps to be taken to
ensure universal, free and low-threshold access to PrEP.

The executive summary is available in English, Russian, Spanish, Portuguese, German, Czech, and Maltese.

In 2019 the European HIV Legal Forum (EHLF) produced a comparative legal report on access to HIV-, viral hepatitis-, and TB-services for people in prison and other closed settings, based on a legal survey launched in the 10 countries: Denmark, Finland, France, Germany, Greece, Italy, North Macedonia, Spain, Ukraine, and the United Kingdom.

Based on and derived from the main findings of the report, in 2020 AIDS Action Europe prepared a policy brief on access to HIV-, viral hepatitis-, and TB-services with specific policy recommendations.

This guideline "LGBT Migration in the EECA Region" is focusing on different aspects connected to migration of LGBT populations within the region. It talks about international treaties on migration, connection to HIV and its prevention as well as health and safety issues for key populations. It is avaialble in 3 languages: English, Russian and German.

It was prepared as part of the project "Improving the living conditions of migrated LGBTQI" with the support of the German Federal Foreign Office.

In 2018-2019 the European HIV Legal Forum conducted a project on access to HIV-, viral hepatitis-, and TB-services for people in prison and other closed settings in 10 countries (Denmark, Finland, France, Germany, Greece, Italy, North Macedonia, Spain, Ukraine, and the United Kingdom). The project produced a comparative legal report based on legal survey launched in the 10 countries. One of the key findings of this project showed that people in prison and other closed settings have reduced access to HIV-, viral hepatitis-, and TB- services, compared to the general population, and there is also lack of data on prevalence of different conditions and diseases, which makes planning and budgeting for services more difficult.

UNAIDS report on the global AIDS epidemic shows that 2020 targets will not be met because of deeply unequal success; COVID-19 risks blowing HIV progress way off course. Missed targets have resulted in 3.5 million more HIV infections and 820 000 more AIDS-related deaths since 2015 than if the world was on track to meet the 2020 targets. In addition, the response could be set back further, by 10 years or more, if the COVID-19 pandemic results in severe disruptions to HIV services.

This assessment on the impact of COVID-19 on sex workers’ access to health services in Europe and Central Asia was developed by the International Committee on the Rights of Sex Workers in Europe (ICRSE) and the Sex Workers’ Rights Advocacy Network (SWAN) through consultations with their memberhips.

This resource was developed as part of a monitoring exercise to document the impact of COVID-19 pandemic and related measures on sex workers’ access to health services. Whilst the resource does not intend to be exhaustive and final, it gives a detailed overview of the issues faced by sex workers in accessing health services, and brings focus on some specific needs and demands of sex workers in Europe and Central Asia. In particular, it highlights the crucial work done by community-led organisations to fill the gaps in health services, protect sex workers and their families from risks of COVID-19, HIV and STIs and support their safety and security.

The training material toolbox curriculum for training Community Health Worker (CHW) working with gay men and other MSM was developed in the frame of the EU-funded ESTICOM project (www.esticom.eu). Its aim is to help inceasing the quality of the services CHW provide. It addresses a wide range of topics CHW are working with and covers all main areas CHW address in their work. It consists of Face-to-Face training material for interactive workshops as well as E-Learning modules, that are more knowledge based.
