This progress report of the European Centre for Disease Prevention and Control (ECDC) is one in a series of thematic reports based on information submitted by reporting countries in 2020 on monitoring implementation of the Dublin Declaration on Partnership to Fight HIV/AIDS.

In 2020, 40 out of 55 countries in Europe and Central Asia provided the latest available data on all four stages of the continuum of HIV care (compared to 34 countries in 2018). A total of 45 countries were able to provide data for at least two consecutive stages of the continuum of HIV care (compared to 42 in 2018).

The UNAIDS Global AIDS Update 2021 highlights evidence that people living with HIV are more vulnerable to COVID-19, but that widening inequalities are preventing them from accessing COVID-19 vaccines and HIV services. The report shows how COVID-19 lockdowns and other restrictions have badly disrupted HIV testing—in many countries this has led to steep drops in HIV diagnoses, referrals to care services and HIV treatment initiations. Key populations and children continue to be left behind in access to HIV services.

The 2nd EMIS-2017 Community Report, published 27 November 2020, focuses on gay men living with HIV in Europe and is coordinated by Mick Quinlan (Gay Health Network, Dublin, Ireland). It has been translated into the seven most commonly spoken languages in Europe: German, Russian, French, Turkish, Italian, Polish, and Spanish, as well as into Arabic, Czech, and Portuguese. The 2nd community report was funded by Ireland's Health Services (HSE).

With the end of 2020 approaching, the latest data from countries show both progress and challenges. As the complex reality of HIV epidemics is increasingly understood, more HIV responses are sharpening their ability to identify gaps and develop strategies to reach people who are being left behind. However, too few countries have taken sufficient action to reach the interim milestones, leaving the world off track to achieve the three zeros by 2030.

Measurable targets were set for 2030, and the United Nations (UN) General Assembly later articulated interim 2020 milestones in the 2016 Political Declaration on Ending AIDS:

To reduce new HIV infections to fewer than 500 000 by 2020.
To reduce AIDS-related deaths to fewer than 500 000 by 2020.
To eliminate HIV-related stigma and discrimination by 2020.

UNAIDS report on the global AIDS epidemic shows that 2020 targets will not be met because of deeply unequal success; COVID-19 risks blowing HIV progress way off course. Missed targets have resulted in 3.5 million more HIV infections and 820 000 more AIDS-related deaths since 2015 than if the world was on track to meet the 2020 targets. In addition, the response could be set back further, by 10 years or more, if the COVID-19 pandemic results in severe disruptions to HIV services.

AFEW International released the COVID-19 report “Interruption and Innovation” with an overview of disruptions of and responses to prevention, treatment and care for key populations at risk for HIV, TB and viral hepatitis due to Covid-19 in Eastern Europe and Central Asia.

The purpose of this document, commissioned by AFEW International, is to provide an overview of the impact of the pandemic with the novel coronavirus (SARS-CoV-2) and its associated disease, COVID-19, on the continuity of prevention, treatment and care of HIV, Tuberculosis, viral hepatitis and other relevant diseases in Eastern Europe and Central Asia (EECA).

The regional scope of this report includes the countries Armenia, Azerbaijan, Belarus, Georgia, Kazakhstan, Kyrgyzstan, Moldova, Russia, Tajikistan, Turkmenistan, Ukraine and Uzbekistan.

This report will pay special attention to the impact of measures to prevent COVID-19 on disruptions of services for key- and vulnerable populations to the diseases mentioned earlier. These key- and vulnerable populations are: people who inject drugs, sex workers, men who have sex with men, trans people, people living with HIV, people deprived of liberty like people in prison or pre-trial detention, tuberculosis patients and their contacts, labour migrants, refugees and internally displaced people.

The training material toolbox curriculum for training Community Health Worker (CHW) working with gay men and other MSM was developed in the frame of the EU-funded ESTICOM project (www.esticom.eu). Its aim is to help inceasing the quality of the services CHW provide. It addresses a wide range of topics CHW are working with and covers all main areas CHW address in their work. It consists of Face-to-Face training material for interactive workshops as well as E-Learning modules, that are more knowledge based.
