The early diagnosis and treatment of HIV is crucial for reducing infection rates and improving the health outcomes of individuals and communities. PLHIV on effective ART have their viral load suppressed to an undetectable level, which means that they cannot pass on the virus even if other safer sex methods (e.g. a condom) are not used.[1] Community HIV testing has proven effective to detect new HIV cases, especially in communities where access to health care services is limited.

Following consultations with the COBATEST Network member and partner organisations, it became evident that the challenges they face are not limited to the sustainability of funding of services, but extend to policy and legal obstacles. In response to that, AIDS Action Europe and COBATEST Network decided to conduct a survey and develop a report to explore and reflect this situation.

The objectives of this report are to provide an overview of the landscape in which the COBATEST Network member and partner organisations operate and define legal and policy barriers to community HIV testing and HIV self-testing.

This joint guidance by the European Centre for Disease Prevention and Control (ECDC) and the European Monitoring Centre for Drugs and Drug Addiction (EMCDDA) aims to support policy-makers and public health/social programme planners by providing an evidence base for developing national strategies, policies, and programmes for preventing and controlling infections and infectious diseases among people who inject drugs. It also provides practice considerations and aims to inform the monitoring and evaluation of prevention and control strategies, policies, and programmes.

The NGO Delegation has decided that this year’s report to the PCB will focus on ‘HIV response for people living with HIV during humanitarian crises and emergencies’.

The findings of this extensive study are to be documented, analyzed, and presented at this 2023 PCB meeting in December.

An Evaluation of the JUST LILA Pilot Action - Free HIV home testing – delivery and support included shabnam.abdullayeva_2293 Thu, 09/28/2023 - 16:01

JUST LILA is a pilot HIV self-testing campaign conducted in Italy as part of the ‘Community
Led and Based HIV Services - Key to Ending the HIV Epidemic in Europe and Central Asia’
project implemented by AIDS Action Europe, the COBATEST Network, and LILA Milano. The
campaign was launched in May 2022 and the pilot action concluded in June 2023.

With more than 2000 kits delivered, the pilot action from May 2022 to June 2023 exceeded
its target of distributing 1500 self-testing kits.

Service users cited low (no) cost, convenience, and confidentiality as their reasons for
choosing JUST LILA. With 4.9 out of a possible 5 points, the overall satisfaction rating was
very high.

HIV-related stigma and discrimination remain major barriers to accessing HIV services for people living with HIV worldwide. In this context, stigma can be understood as the negative perception of people living with HIV based solely on their HIV status.

To improve the understanding of experienced HIV stigma in the community, ECDC — in collaboration with the European AIDS Treatment Group (EATG) and AIDS Action Europe (AAE) — initiated an exploratory survey in 2021 to measure HIV-related stigma across Europe and Central Asia. The objective of this survey was to examine the experience of HIV-related stigma in the region and to establish a benchmark measure of perceived and experienced HIV-related stigma among the most affected communities in order to assess progress toward the UNAIDS target of zero discrimination by 2030.

The finding of the survey are presented in this report.

We would like to share with you the report on HIV Criminalisation in the EU, which is a result of the two-phase study AAE conducted in the framework of the European HIV Legal Forum.

In the first phase in 2018-2019, the data was collected from 10 countries. In the second phase, 2022 the data from the initial 10 countries was updated and collected from 10 new ones. The report includes information on the impact of legislation introduced during the COVID-19 pandemic, as well as trends, developments, and expected changes regarding the criminalisation of HIV.

HIV transmission remains a major public health concern and affects more than 2.3 million people in the WHO European Region, particularly in the Eastern part of the Region. This report is the latest in a series published jointly by the European Centre for Disease Prevention and Control (ECDC) and the WHO Regional Office for Europe that has been reporting data on HIV and AIDS in the WHO European Region and in the European Union and European Economic Area (EU/EEA) since 2007. It finds that while epidemic patterns and trends vary widely across European countries, nearly 107 000 people were diagnosed with HIV in the European Region in 2022, including around 17 000 in the EU/EEA.

Worldwide, the field of employment is one of those where PLHIV often face serious discrimination. Harassment, discriminatory dismissals, or illegitimate extra requirements or conditions are unfortunately common experience. This even intensifies in health care sector. PLHIV working there keep facing strong stigma and variety of prejudices. The misconceptions strengthen up when it comes to PLHIV conducting procedures with risk of exposure. Nevertheless, the myths tend to apply to the whole spectrum of medical profession irrespective of any real or tangible risk of hypothetical contagion.

This 6-country comparative report introduces the international and European legal framework and case law concerning employment of PLHIV in health care sector, and, subsequently,
country profiles of selected states. The report covers the following countries: Czechia, Finland, Germany, Italy, Spain, and the United Kingdom.

After a comparative analysis of all specific national contexts, the report offers a set of main findings concerning similarities and differences among the states. Finally, it concludes with a list of recommendations which could help to support national and regional advocacy efforts to review and reform discriminative legislation and policies, to improve practices, and to reduce discrimination against PLHIV in the workplace.

This report builds upon prevous report on discrimination of people living with HIV as patients.
