Call for Interest – Training on Community-Led Monitoring (CLM) of the Dublin Declaration on HIV/AIDS

Applications are open to our upcoming training focused on Community-Led Monitoring (CLM) of the Dublin Declaration on HIV/AIDS. The call is open for community representatives (people living with HIV (PLHIV) and other key populations) working at AAE Member organisations the EU Member States, particularly where CLM is not meaningfully included or entirely absent in national HIV/AIDS response monitoring.

This training aims to build and increase capacities of community representatives (PLHIV) and other key populations and other communities affected by HIV and AIDS working at civil society organisations, to advocate for their inclusion in monitoring activities and meaningfully participate in their national CLM. Details

This training is a part of the AIDS Action Europe Community-Led Monitoring (CLM) project. Following the training, the participant’s organisation will receive a mini-grant of 1500€ and be expected under the lead of the trained participant to plan and implement a small-scale CLM advocacy project at the national level until the end of 2023, utilising the skills and knowledge acquired during the training.


The training will take place in Berlin. The preliminary dates of the training are November 4,5. We can provide 10 full scholarships to cover travel expenses including flights, local transport costs, accommodation, and meals. Please keep in mind that in order to maintain the quality of the training, we can only accept a limited number of participants and will select the participants based on the quality of their applications.

Eligibility Criteria

  • Applicants must represent an organisation, which is an AAE member organisation and is registered and based in one of the EU Member States, Iceland, Norway, Ukraine, or Moldova.1
  • Applicants and their organisations must be from a country where CLM is not meaningfully included or entirely absent in national HIV/AIDS response monitoring and Dublin Monitoring.
  • Applicants should have solid knowledge about the national situation in terms of access to HIV services, policy and practical barriers in access to HIV services, stigma and discrimination of key populations and preferably have some experience in advocacy activities.
  • Applicants must be able and willing to implement a small-scale CLM advocacy project at the national level after completing the training by the end of 2023.
  • Applicants must have a good level of English, as the training will be conducted in English.
  • Note: During the selection process, priority will be given to the community members (key populations2 and other communities affected by HIV and AIDS3) but the applications from non-community members will be accepted.

  • Please specify in your application whether you want to receive the full scholarship (covers travel expenses including flights, local transport costs, accommodation, and meals); partial (please select what should be covered by AAE (only travels or only accommodation) or self-funded.
  • Letter confirming that you represent and delegated by your organisation to attend the training.
