The Centre for Epidemiological Studies on HIV and STIs of Catalonia (CEEISCAT) is looking for a consultant to coordinate the COBATEST network.

The  Centre  for  Epidemiological  Studies  on  HIV  and  STIs  of  Catalonia  (CEEISCAT) (www.ceeiscat.org), part of the Catalan Agency for Public Health, is looking for a consultant to coordinate the COBATEST network. The network is formed by 46 CBVCTs (community-based voluntary counselling and testing services) of 20 European countries (Germany, Denmark, Czech Republic, Poland, France, Slovenia, Belgium, Romania, Portugal, Lithuania, Latvia, UK, Hungary, Ukraine, Austria, Greece, Italy, Croatia, Switzerland and Spain), that promote HIV testing, early diagnosis and linkage to care among vulnerable groups. The main purpose of the network is to share common data collection instrument and similar procedures to monitor the activity of CBVCTs in Europe. The network was created under the scope of an European project, but once this study was finalized, the COBATEST network has not been coordinate in a formal manner. Therefore, the network coordinator is a core post to ensure the consolidation of the network and to increase its visibility and its representation in Europe.

QUALIFICATIONS AND EXPERIENCE:

The consultant must have the following qualifications:

  • Education: Health o Social Sciences degree with training in Public Health;
  • Experience in working with community-based voluntary counselling and testing services would be an asset;
  • Interpersonal skills and experience in presenting;
  • Problem solving;
  • Project management experience;
  • Negotiation skills;
  • Capacity to collect and organize information efficiently;
  • Good communication skills;
  • Computer skills;
  • Team-working skills;
  • Some experience in analyzing data;
  • An excellent command of written and spoken English (UK).

3. TASK AND RESPONSIBILITIES:

The specific tasks for the consultant will be:

  • To participate in the development of the network standard Operating Procedures (SOP);
  • To help in the design of a new website;
  • To contribute in the definition of a network  governance structure;
  • To participate actively in the restructuration of the data entry tools, including the adaptation for data entry through mobile phones and/or tablets;
  • To design a communication strategy among CBVCT services and with the rest of European stakeholders;
  • To write two newsletters;
  • To analyze collected data;
  • To help in the performing of a data quality assessment;
  • To increase the number of partners;
  • To visit a number of CBVCT services;
  • And to write a report by the end of the hiring period.

4. WE OFFER:

  • a)   Contract as a network coordinator for one (1) year, full time, with a salary according to the background experience of the candidate within the Spanish salary scale for researchers.
  • b)  The  consultancy  is  expected  to  start  no  later  than  1  December 2016  and  the  overall timeframe for the work is one year from contract signature.
  • c) Workplace based in Badalona, 45 minutes from Barcelona down town with public transportation (CEEISCAT facilities).
